In 2024, the Department of Information and Communications Technology (DICT) hosted a national Digital Governance Workshop, bringing together Digital Transformation Officers (DTOs), IT experts, and key stakeholders from Government agencies and State-Owned Enterprises. The workshop served as an important platform to examine the state of digital governance across the public sector, focusing on how agencies store, protect, and share their data.
To support this initiative, DICT conducted a nationwide survey assessing the maturity, practices, and challenges of data governance within government institutions. Alef Solutions was engaged to analyze the survey results, extract insights, and design a suite of Business Intelligence (BI) dashboards to communicate the findings clearly and effectively.
Challenge
DICT required a data-driven approach to:
- Understand how different Government agencies handle and govern their data.
- Assess readiness for digital transformation and identify gaps in data governance practices.
- Consolidate diverse responses into a structured, analysis-ready dataset.
- Visualize the insights in an accessible format for policymakers, technical teams, and senior government leadership.
- Provide a foundation for future decision-making, reforms, and digital transformation strategies.
Key challenges included inconsistent data submission formats, a wide range of digital maturity levels across agencies, and the need for clear and actionable data storytelling.
Our Solution
Alef Solutions provided end-to-end BI support to transform raw survey data into meaningful, actionable insights.
1. Data Preparation & Analysis
- Cleaned, structured, and standardized survey responses from dozens of agencies.
- Identified key indicators related to data storage, protection, accessibility, privacy, and governance maturity.
- Conducted exploratory analysis to uncover trends, patterns, and areas of concern.
- Created a consolidated analytical model to support dynamic insight generation.
2. Power BI Dashboard Development
Alef Solutions designed and built interactive BI dashboards in Power BI, enabling DICT to:
- Visualize digital governance maturity across participating agencies.
- Assess readiness levels for modern digital transformation initiatives.
- Understand how agencies store and secure data.
- Identify gaps in data protection, access controls, and information-sharing practices.
- Benchmark performance across sectors (line agencies, SOEs, regulatory bodies, etc.).
- Present insights during workshops, internal briefings, and strategic planning sessions.
3. Insight Reporting & Data Storytelling
- Developed a structured insights report summarizing key findings from the survey.
- Highlighted issues such as inconsistent data-sharing practices, gaps in cybersecurity, lack of formal data governance frameworks, and varying levels of cloud adoption.
- Provided recommendations for policy direction, capacity building, and technical interventions.
- Ensured all visualizations and narratives aligned with DICT’s broader Digital Government agenda.
Impact
Alef Solutions’ BI support enabled DICT to:
- Gain a clear national picture of digital and data governance across government.
- Identify priority areas for reform and capacity development.
- Strengthen evidence-based planning for digital transformation initiatives.
- Communicate insights effectively to stakeholders through interactive dashboards rather than static spreadsheets.
- Establish baseline data metrics to measure future improvements.
The project contributed directly to advancing PNG’s Digital Transformation Policy objectives and laid the groundwork for improved data governance frameworks across the public sector.
Conclusion
Alef Solutions is proud to have partnered with DICT to enhance Papua New Guinea’s digital governance journey. By transforming complex survey data into actionable intelligence, we helped drive stronger decision-making and provided DICT with modern BI tools to support future reform initiatives. This case study reinforces Alef Solutions’ role as a trusted BI partner for government and organizations aiming to unlock the power of their data.
